Secretariat:
1. Objectives:

2. Implementation Strategies:

(2) Leverages procurement efforts to optimize paperwork and maintain a quality workplace.

 

Personnel Office:
1. Objective:
To promote management by walking around through a team of quality personnel services to strengthen the body's talent training and care for employees.
 

2. Implementation Strategies:

(1) Enhances management of and assistance for employees' physical and mental well-being, and promotes care services by walking around.

(2) Steps up talent training and facilitates all-round learning.

(3) Establishes a quality personnel service team and upgrades its service.

Accounting & Statistics Office:
1. Objective:
To handle budgeting, accounting, and statistical affairs, and to assist in the smooth operation of the radio station through budgeting and fund control and auditing.
 

2. Implementation Strategies:

(1) Handles annual final accounts to demonstrate the effectiveness of the radio station's management.

(2) Prepares a budget for the following year in line with the government policy.

(3) Supervises procurement practices to ensure that the procurement procedures stipulated by the procurement law are followed.

(4) Conducts internal audit and internal control.

Secretary:
1. Objective:
To push forward with the performance management of all units, boost the showing of the radio station team and build up the image of its quality administrative team.
 

2. Implementation Strategies:

(1) Coordinates the convening of important business meetings of various sections and offices of the radio station.

(2) Compiles annual work plans and keeps track of the effectiveness of each unit's implementation.

(3) Handles the internal control and internal audit of the station to keep the risks under control.

(4) Publicizes the law on anti-corruption and civil service ethics and processes assets declarations to create an image of a corruption-free team.

Programming Division:

1. Objectives:

(1) To keep abreast of trends and broaden horizons by producing professional educational programs.

(2) To foster the transmission of mother-tongue culture by developing multicultural programs.

(3) To encourage the engagement of young students by producing English-language educational programs.

(4) To create a lifelong learning society by producing living technology programs.

(5) To enrich music and inserted advertisements and to expand the application of program curation.

2. Implementation Strategies:

(1) Produces and broadcasts educational programs, including prospective public education policies, outdoor education, and marine education, and adds or integrates educational themes into specific programs to deepen its brand name as a professional and educational radio station.

(2) Produces and broadcasts multicultural programs that concern new immigrants, the second generation of immigrants, and migrant workers; focuses on the preservation, application and promotion of local languages, history and culture, and maps out and produces programs on mother tongue learning, local culture and local creativity; continues to produce a new series of modular programs about foreign language teaching and enriches the language section of the online platform.

(3) Designs bilingual life information programs and cooperates with universities to produce bilingual programs on campus information, encourages youth and student groups to take part in the production of programs featuring technical and vocational education and youth entrepreneurship and innovation, so as to mobilize young students to care about education and engage in broadcasting.

(4) Plans and produces programs on R&D achievements in the field of technology foresight to motivate lifelong learning; produces programs that address new issues in technology, environment, and information in the primary and secondary school curricula to supply supplemental learning materials for school teachers and students.

(5) Adds licensed music and produces inserted advertisements to project the brand image of the broadcast channel; uses of CHANNEL+, the station's online niche channel, to produce programs based on thematic curatorial planning in phases to tie in with overall marketing and expand the application of the programs.

News Division:
1. Objectives:

(1) To establish a professional brand of educational radio station by focusing on culture and education news.

(2) To build a platform for communication on education policy by producing programs on news and education policy issues.
 

2. Implementation Strategies:

(1) Reporters cover educational and cultural news and events on a regional basis.

(2) Produces and broadcasts programs on news and education policy issues.

(3) Produces and broadcasts policy spots in rotation in public service slots to publicize educational and cultural policies.

(4) Increases official online news coverage and cooperates with other platforms to gain more news exposure and influence.

Engineering Division:

1. Objective:

To provide listeners with good broadcast quality by maintaining normal operation of broadcast equipment and structural safety of towers.

2. Implementation Strategies:

(1) Broadcasting transmitter operations and maintenance: Maintains and upgrades broadcasting equipment.

(2) Program signal transmission: Uses satellite, STL and network to transmit the station's FM and AM program signals.

Digital Information Division:
1. Objectives:
(1) To keep the program digital production and broadcast system functioning properly.

(2) To maintain a proper connection to the dedicated data network.

(3) To improve the quality of e-services.

(4) To upgrade the facilities and security of the server room.

(5) To enhance the overall information security, information competence of staff and awareness of personal data protection.

(6) To maintain the operation of the information systems on an ongoing basis.

(7) To develop and apply speech technology and innovative audience services in the second phase of the "Smart Services for Learning for All - Technology Innovation Service Project for National Social Education Institutions" and "AI Innovation Service Project for Broadcasters and New media " from 2021 to 2024.
 

2. Implementation Strategies:

(1) Regularly adjusts WinMedia system hosts, databases and workstations and maintains WinMedia system sound-source host capacity.

(2) Keeps the main station and the four substations connected to the dedicated data network around the clock for 365 days.

(3) Maintains the normal operation of internal application systems, computer anti-hacking mechanisms and administrative personal computers; makes an inventory of information software assets and promotes the use of licensed software; maintains the normal running of the station's official website, Channel+ program curation platform, app and program management system.

(4) Reinforces the system backup function and keeps the information, air conditioning, UPS, environmental control and fire protection equipment in the information room in normal operation.

(5) Organizes training for information specialists and promotes awareness of cyber security and personal data protection, and reduces the incidence of potential threats and vulnerabilities to cyber security.

(6) Maintains existing security management center system, virtual system, firewall normal operation and builds application performance management system.

(7) Continues to develop speech technology and boost the accuracy of recognition and analysis, constructs a program content retrieval system, expands the personalized program management system and continually enhances and updates the listening service.

Promotion Division:

1. Objectives:

(1) To bolster its brand image as an educational and professional radio station and to publicize its quality broadcasting programs through physical and online activities.

(2) To accomplish the mission of education policy advocacy and to serve as a conduit for policy promotion.

(3) To strengthen the operation of audio-visual media and new media channels in order to get closer to the target audience.

2. Implementation Strategies:

(1) Promotes different types of programs through physical and online activities with "Listen to the World with the NER" as its main framework.

(2) Develops the station’s Podcast marketing strategy in response to the Podcast boom and expands its exposure on multiple platforms.

(3) Directly faces the target audiences through seminars for parents, teachers and students to have dialogues and understand their needs.

(4) Completes the sound storytelling project and conducts a trial run; is expected to recruit and train volunteer teams and map out a series of physical activities to attract listeners from different communities to come to the radio station and get closer to it.

Changhua Substation:

1. Objective:
To become a radio station in central Taiwan for parents, teachers and students, and the general public who are concerned about education.
 

2. Implementation Strategies:

(1) Creates a channel for artistic and cultural life in central Taiwan.

(2) Sets up a professional brand of culture and education news.

(3) Establishes a clear and stable broadcast network.

(4) Fosters a healthy and energetic organizational team.

(5) Hosts multiple broadcast experiential marketing campaigns.

 

Kaohsiung Substation:
1. Objective:
To become a radio station in southern Taiwan for people who care about education and culture.

2. Implementation Strategies:

(1) Produces and broadcasts diversified quality programs to enhance awareness of family education responsibilities.

(2) Increases news coverage and program competition to expand impact.

(3) Promotes marketing to raise its visibility.

(4) Optimizes engineering information and stabilizes the quality of listening.

(5) Strengthens occupational safety functions and establishes a safe workplace.

Hualien Substation:
1. Objective:
To build up the professional image of the station and become a favorite with Hualien's teachers and students.
 

2. Implementation Strategies:

(1) Produces and broadcasts educational programs.

(2) Delivers education and culture news.

 

Taitung Substation:

1. Objective:
To become the most listened to radio station in Taitung.

 

2. Implementation Strategies:

(1) Produces and broadcasts programs with local color.

(2) Provides multiple empowerment training sessions for program crews.

(3) Establishes clear and stable broadcast audio quality.

(4) Organizes creative activities to get the audience involved.

(5) Strengthens organizational learning through solid administrative management.
